I'll warn you now that the title has some hyperbole.
In January 2021 the United States District Court of the Eastern District of New York had filed a lawsuit against Deutsche Bank regarding 1) The Foreign Corrupt Practices Act and 2) A commodities fraud scheme.
The "fraud scheme" was regarding spoofing while trading precious metals at comex.

What is spoofing?
Example: I want to buy a position. I place my "real" order slightly below market. Next, I initiate an intimidatingly large sell order slightly above market. Other sellers see the large sell order, believe the market price will deteriorate and then jump the spread and buy my "real" order. After my "real" order fills, I cancel the intimidating large sell order.
This can be done by a single trader, or multiple traders working together. ____________________________________________________________________________

Yes, there are victims of spoofing. Anyone trading at that moment may make an erroneous decision based on false information. In this case damages were determined to be $1,223,738. Yeah, sure, throw the book at them.
In comparison to precious metals manipulation like, for example, the midnight cover up of a comex dafault on February 24, this type of manipulation is child's play. Where's the cover up investigation? Suppressing gold and silver in reality is propping up fiat which is extremely valuable to the folks that create it. That fraud transfers $TRILLIONS to a handful of individuals.

Background first ... I've done oil and gas business on all continents except Antarctica and much of it has been in the developing world. American's don't realize how fortunate they are that private property in the USA includes mineral rights. The bubba who owns the farm, also owns the minerals (unless he choose to sever that and sell it separately) .
In other countries the government owns everything below the surface. Therefore producing oil and gas in nearly all parts of the world requires a contract with the government. Furthermore, you don't sneak drilling rigs and frac' pumps into a country in your back pocket. Thousands of tons of high value equipment need to be transported through customs in a timely manner.
These places are often referred to as banana republics. Often the authority who controls all this is one person, or one family. Do you think you'll drill and then sell one barrel of oil without their cooperation? How do you suppose you'll get their assistance?
It is illegal for US Companies to offer bribes. However, without bribes (in a banana republic), progress will not occur. Bribes are therefore repackaged as consulting services or a payment through an "agent". If you dot the I's and cross the Ts, all is well back home at the DOJ and IRS.

Reading through the Deutsche bank indictment (the same document as their comex spoofing), they also had problems with paying bribes to conduct its business and not sufficiently covering their tracks.
The Department of Justice referred to these payments to certain individuals as "So-called consultants". Other payments were to "family members of decision makers".

Banana republics with dictators ... on one occasion I had to bribe customs so the family dog could live. That's the true mark of a country without law and order.
